Sažetak
Istraživanjem i obradom ove teme nastojala se povezati građa iz različitih područja menedžmenta, informatike, vojne doktrine, strategije, te se pokušalo prikazati modeliranje informacijskog sustava čija bi integracija utjecala na daljnji razvoj Oružanih snaga RH. Rad se pored navedenog bavi naprednim informacijskim tehnologijama koje su sastavni dio Oružanih snaga RH i njihovih informacijskih sustava, a čiji rad utječe na stvaranje inteligentnih vojnih organizacija koje su spremne u vrlo kratkom vremenu odgovoriti na novonastale izazove u turbulentnom okruženju. Motivi i razlozi zbog kojih sam se odlučio za pisanje o ovoj temi raznovrsni su i pružaju samo djelomično odgovore na neka pitanja, koja bi u budućnosti mogla postati predmetom istraživanja od strane znanstvenika. Ovdje se prvenstveno misli na detaljnije istraživanje znanstvenog polja Sigurnosnih i obrambenih znanosti, te daljnji razvoj znanstvenih grana u ovom polju, čiji bi krajnji cilj bio generiranje literature koja bi popunila praznine u funkcionalnom području.

It was aimed to make a distinction through a comparative study between the terms management in a business organisation and command in a military organisation in the paper. By a theoretical approach the main functions of management and command are being compared and dealt with and semantically same parts of this model are identified, while their mutual relation is described in more detail. Phases of planning are analysed and business plans are shown as a first step for achieving the set targets. The way of organising a military staff, the leading process and the function of explicit surveillance and its influence on the development of a military organisation are presented. The process of decision making is being dealt with and the influence of modern management on the development of alternative combat operations and timely military decision making is shown. In the continuance of the paper, through the historical method a historical presentation of combat systems development and their structure throughout the direction of evolution is being conducted. A modern combat system is defined and the analysis of its segments is being performed, what confirms the importance of information technology for the development of new business models in a military organisation. The command and informational-communicational system has been dealt with as a modern C4I system. Its role in leading information operations and the way of protection during the conduction of defence information operations is demonstrated. The necessity of following innovativeness in technology is pointed out and a modelling of a C2 system through the OODA loop and the Lawson model is performed. Employing common system theory, a systematic analysis of the communication system „REBUS“ on the level of the Croatian field army is conducted.
