Sažetak
One of the 20-20-20 goals is 20% reduction in primary energy use compared with projected level, to be achieved by improving energy efficiency. Improved energy efficiency is key for shifting development path toward low carbon growth. Thus, energy efficiency is a goal and instrument in energy-climate package. Energy efficiency is also recognised amongst key measures for sustainable development, security of supply and competitiveness of the European economy. However, the core energy-climate package does not address energy efficiency directly. In accordance with the principle of subsidiarity, member states have to develop energy efficiency action plans. Implementation of energy efficiency projects involves interaction of financing entities and technical experts with the clients. In this paper we examine to which extent energy efficiency policies of selected EU member states and Croatia facilitate creation of energy efficiency markets and promote relevant technical solutions. Experience shows that lack of domestic sources of capital is rarely the true barrier, inadequate organizational and institutional systems for developing projects and assessing funds are actually the main problem (Koskimaki, 2009 ; Taylor et al., 2008). Thus, this paper examines organisational and institutional systems in Croatia and selected EU member’s states and cost- effectiveness of developed policy measures. Challenges related to monitoring energy savings policies are also identified. Based on the existing estimates of technical and economic savings potentials coherence between energy efficiency action plans and savings potential is examined.
