Sažetak
This research primarly deals with the reform process during the 1991-2009 period, which is characterized by three phases: a retrenchment phase, a restructuring phase, and third, the so-called populist phase. This article also provides a critical view of incentives to voluntary retirement insurance based on individual capitalized savings. The problems of the pension system in Croatia are also well known in other transitional countries. Some measures should be considered to solve numerous problems or new generations of employees will bear heavier tax burdens and new generations of retirees will have fewer privileges.
