Sažetak
Financing of education, first of all financing of students, is considered to be a priority in creating a “knowledge society”. Croatia strives for this objective as well. However, no important improvements have been made concerning the issue of financing of tertiary education until today. In support of this statement, financing of students, as an important segment in financing of tertiary education, is based primarily on budgetary funds, what is, due to their boundedness neither sufficient nor sustainable. On the other side, neither entering of commercial banks into this business has not created wanted effects yet. Accordingly, greater expectations in creating new solutions are put on government, modelled on some countries of the world. Experience showed that, neither exclusively budgetary nor market model are sustainable in the long run, while their combination is recognized as a more efficient solution. The main goal of the paper is to investigate on justifiability of implementation of student financing model by specialized government sponsored private or public enterprise in Croatia, functioning in accordance with the best international practice. The paper examines the need of implementation of such an institution in Croatia. The aim of the paper is to analyze advantages and disadvantages of its potential implementation and consequently possible improvements in present system of student financing in Croatia.
