Sažetak
The issue of functioning and funding of units of local and regional self-governance represents one of the most vital questions in all democratic countries, because contemporary organization of local units enables citizens to address all their closest and most important problems, bringing decisions onfunding of their public needs.Realization of public needs depends on adequate and just distribution of public revenues between central state authorities and the units of local and regional self-government, plagued by lack of own means for funding of established public functions.Funding of public needs of units of local and regional self government in the Republic of Croatia has been established in accordance with legal regulations and contemporary funding criteria applied in developed countries.
