Sažetak
The international protection of minorities was the matter of great interest in the League of Nations, but not so much in the United Nations. A breakthrough in the drafting of rules on the protection and promotion of the rights of ethnic, religious and linguistic minorities was achieved in the framework of the Conference on Security and Co-operation in Europe (CSCE). In this study the author analyses some of the features of the development of the international minority protection, particularly those that limit the scope of the international protection of minorities. They concern the definition of minorities protected under international law, the content of minority rights, the monitoring of the implementation of minority rights, the international legal personality of minorities. The author emphasizes that under international law, States must not only tolerate minorities and their activities, but they have to do their best to create the conditions for the enjoyment of their specific rights and freedoms.
