Sažetak
Readiness of government officials, of government institutions, government services users (i.e. citizens), readiness of the necessary ICT infrastructure must exist – government as a whole can be assessed by assessing: legal readiness (user authentication, privacy, laws and regulations, adjusted legal regulations), leadership readiness (leadership knowledge, commitment, and style ; executive, legislative and judicial support ; cultural readiness of the organization), governance readiness (government organizational structure and process for e-government ; standards and policy structure ; e-government initiative funding, metrics structure and process evaluation), skill readiness of government officials (skills and techniques necessary for implementation of a new method of governing and for application of new technologies) ; technology readiness (current ICT and networking technologies, application and development of new applications), accessibility readiness (social, cultural, economic) and security readiness (security and privacy measures). When assessing the readiness of government for e-government it is necessary to focus our attention on basic government tasks and determine the basic business processes and according to the results start implementing and integrating the government into e-government. In addition, the assessment of government officials' readiness, their competence, as well as the assessment of users of government services and their readiness to use the services via ICT is also of great necessity. Informatization effects can be great only if governments turn away from creating an electronic front-office and focus on the huge back-office systems and processes – that is, to business processes of a government as a whole and to their informatization. This paper presents the framework for assessment of government readiness for the process of informatization, i.e. the process toward e-government. It is based on the researches conducted around the world and gives guidelines for similar or complementary researches in Croatia.
