Author differs Western civilisation by its Greek practical wisdom unlike primary speculative Eastern culture. In that context, development of technologies and natural sciences in Western world are understandable, as well as the choice of using ethical terms like good, duty, neccesity, practical prudence, determination, responsibility etc.
