Sažetak
The author presents the main results of leading research studies into poverty and also identifies some of their drawbacks and disadvantages. Then, outlines the thesis that if the intention is to decrease significantly the poverty rate in Croatia, it is necessary, among other measures, to implement at the macro level a number of measures which would lead to a significant reallocation of social wealth and, consequently, to a decrease in the rate of poverty. The following are a series of the most important measures: 1. to acquire a growth in GDP of a rate between 5% and 7 % and thus the growth of employment ; 2. to reduce the extreme differences in wages in various sectors of the economy by implementing fiscal and other measures ; 3. to accelerate a decreasing of the differences in the levels of development of Croatian regions, especially between Zagreb and other parts of Croatia ; 4. to introduce a system of progressive taxation which would be applied to companies realising extra profit over a long period, 5. to examine the minimum income or wage and open a debate on Croatia’s allegedly expensive labour.
