Sažetak
Croatia is a candidate country for the European Union, which puts her in an interesting position because it not only has to adapt to the demands of the EU, but also serve as a role model to other countries of the region which are in a similar position. Many reforms must be introduced in order to strengthen the country’s economy, and therefore much attention must be paid to the development of entrepreneurship. Starting new businesses by foreign investors is very important, and therefore the access must be easy in order to make the country more appealing. Considering the regional position of Croatia, it is necessary to compare it with other similar countries of which some are already in the EU, like Slovenia, Poland, Czech Republic, Slovakia, Romania and Bulgaria, while Albania, Bosnia and Herzegovina, Macedonia, Montenegro, and Serbia, as well as Croatia, want to join the EU. A comparative analysis of Croatia and the above-mentioned countries can give a clearer picture of Croatia’s position. To that end, data form publications Doing Business and Global Entrepreneurship Monitor will be used. Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 178 economies, while the Global Entrepreneurship Monitor (GEM) provides an annual assessment and review of entrepreneurial activity and entrepreneurial perceptions in countries participating in the GEM project. A key GEM indicator is the prevalence rate of early–stage entrepreneurial activity, known as the TEA index. In Doing Business ten stages of a business’s life are measured. These are starting a business, dealing with licenses, employing workers, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and closing a business. The indicators are used to analyze economic outcomes and identify which reforms have worked, where, and why. To make the data comparable across countries, the indicators refer to a specific kind of business – a limited liability company operating in the largest business cities. The data indicate problems which companies encounter and also help to identify the source of the problems, which helps the government to take appropriate action. The best businesses are recognized by the position in the tables which show the overall position of a country for each indicator. Here, five indicators will be used which in the authors’ opinion are most relevant for entrepreneurial activity, as well as for Croatia’s membership in the EU. Therefore, the following five indicators will be used in the analysis: starting a business, getting credit, protecting the investors, enforcing contracts, and closing a business.
