Sažetak
Funds for a good project idea are always needed, but the preparation of an EU project proposal is a time- and effort-consuming procedure – especially for newcomers to the EU project world, such as the majority of Croatian small and medium enterprises (SME) and other companies and institutions that have never been a part of an EU project. The results of a survey conducted by the University of Rijeka for the purpose of establishing estimated levels of knowledge and interest in acquiring new knowledge for participating in and managing EU projects are the groundwork of this paper. Research was carried out within the framework of the Tempus project “Know-How Transfer and Capacity Building for Participation in EU Community Programmes in Croatia by using Certified EU Project Manager Skills Scheme“ (CROMEU). When we consider the “battle” for EU funds for our projects, we often ask ourselves: “When should we apply and when rather not” and then “Can we win EU funds for our project and how”? The paper first tries to answer when to apply and what challenges one has to expect within the preparation procedure of a project proposal that could be turned into opportunities for winning. Second, we would like to present the most important issues that the project proposal evaluators look for in our proposals. If we want to estimate our possibility to win EU funds, we should understand how to read the proposal “with the evaluator’s eye”.
