Sažetak
After the second half of the 80's the Istrian tourism industry is going through a period of stagnation. It's falling behind in the number of overnights and financial results. During the beginning of the 90's it has reached the lowest point at which it has remained without any improvement up to now-a-days. The justification for such a situation in the tourism industry of Istria lies in the first good reason that came along: war situation in Croatia and ex-Yugoslavia, introduction of VAT and accusation of governmental authorities for not having sufficient understanding for tourism issues. Up to now-a-days the way out of such a situation was to wait for better times, whilst a strategic approach was not even considered. Today, when the war situation is behind us, the way of recovery for the Istrian tourism industry needs to be looked at in a rational way. In this study we will try to based on strategic concepts, planning goals, actions, directions, methods and pace of achievement, suggest one of the possible ways out of stagnation and come-back of the Istrian tourism industry on a level of economic and social justification.
