Sažetak
With funds from the Republic of Croatia and a loan from the International Bank for Reconstruction and Development (IBRD) for the Coastal Cities Water Pollution Control Project (IBRD7226/HR), in addition to the funding of the construction of the coastal cities waste water disposal system, the financing of the scientific and research project Adriatic Sea Monitoring Program – Phase I has also been provided. The coordinator of the project is the Croatian Ministry of Environmental Protection, Physical Planning and Construction (hereinafter MEPPPC). It has concluded Contract no. MZOPUG/M-C-1 with a consortium of scientific and research institutions on the implementation of the said Program. The objective of the Program is the development of a monitoring system and of supporting models for the Adriatic coastal sea and the to make a scientific and expert assessment of the current sea state monitoring system and its compliance with the provisions of the EU Water Framework Directive (2000/60/EC), EU Bathing Water Directive (76/160/EEC) as well as to identify necessary improvements and modifications. Since a number of projects dealing with the implementation of WFD have been underway, a need has arisen to supplement part of the activities, for example to develop and test a best possible model for the elaboration of a system of indicators to be used in future work. Plans have been made within the Program on the necessary research work that is to be used as the basis for the establishment of the basic models for the analysis of the Adriatic Sea quality status. The results of measurements on a specific network of stations, together with the results of basic models of the Adriatic Sea quality status, will support the Adriatic Waters Management Plan, which Croatian Waters (Hrvatske Vode) is legally bound to prepare by 2010, as well as other plans and programs in the field of coastal sea environment management. The most important parameters have been defined. With these parameters, it is possible to monitor changes in the marine ecosystem brought about by the discharge of effluents, in particular treated municipal fecal and industrial wastewater, but also by other planned human activities in the internal sea waters of the Republic of Croatia. These parameters will have to be sufficient to establish models of the ecological status of the Adriatic Sea at the first approach level, which will provide insight into the present ecological status and potential future changes. The Adriatic Sea Monitoring Program – Phase I is founded on the fact that maintaining the high quality of the marine environment is one of the main prerequisites for the future development of the Adriatic region. Due to the intensive urban and industrial development of coastal areas in the last few decades, as well as due to increased tourism activities, marine pollution is becoming an everyday sometimes a very unpleasant, problem. Considering that the direct discharge of urban fecal and industrial wastewater into the Adriatic Sea represents a lasting and the most intensive form of its pollution, it makes sense to conclude that the construction of public systems for draining wastewater from all of the inhabited settlements and towns is in the strategic interest of the Republic of Croatia. However, it has to be pointed out that wastewater discharge is not the only form of pollution of the coastal parts of the Adriatic Sea. Coastal Cities Water Pollution Control Project consists of three phases. In the first phase, which ends by the end of 2009, MEPPPC conducted bidding procedure for consulting services and procurement of equipment for part C1: Strengthening of coastal Water Monitoring Network. The Adriatic Sea Monitoring Program – Phase I is a scientific and research project (consultants’ services) which was carried out in the period from October 12 2007 to October 12 2009, e.g. in the period of 24 months, and is basically divided in: bidding documentation preparation, delivery of The Adriatic Sea Monitoring Program Study (measurement, modeling, monitoring system design, baseline data on the sea water quality and monitoring system management), as well as the training and knowledge transfer through four scientific and professional workshops.
