Sažetak
Background and purpose: Natural resource systems such as forest which are commercially exploitable are often part of many different scenarios where policy makers together with other decision makers need to chose between scenarios where on the one side there are clear market values with easy to document influences on economy and on the other side importance of natural systems, number of their services without market values and with wide influences on human wellbeing but difficult to document. Help in documenting of nonmarket values that many forest goods and services hold coming from several methods which will be described in this paper. There are different methods and assessment tools which provides different types of information, quantitative and qualitative, with respective strengths and weaknesses from scientific and decision-support perspective. In attempt to provide scientists with different views and ideas as well planners and managers with a general appreciation of the methods and their application selected examples which in way influence policy or/and management were mentioned. Material and methods: The majority part of material has been developed based on number of basic text books describing valuation methods from the perspective of its development, grounds in economical theory and wide range of application. Second part has been developed from list of references dealing with its application in European countries enriched with details and examples from document developed based on 17 county reports. The structure of those country reports was predefined, discussed, harmonized and completed by group of scientists and professionals involved in COST action E-33 “Forest for recreation and tourism”. Evaluation methods related to forests good and services were described from theoretical and practical point of view with emphasis on their applicability to specific type of research. Results and Conclusion: Nonmarket value of forest goods and services can be estimated in a number of different ways. The main division of methods is given into two basic categories: first are based on market prices and second on nonmarket evaluation. Our focus will be on second part where the market prices are not available. Further division of those methods goes in two broad categories according to the nature of the data generated for modelling and estimation: (a) “stated preference methods” where individuals’ preferences are not observed but rather stated and (b) “revealed preference methods” where we can observe people acting in real-world settings where people live with the consequences of their choices. The most widely used methods in valuing natural resources is the contingent valuation (CV) method. Moreover, choice experiments (CE) and hedonic pricing (HP) methods have far fewer empirical studies but the application of these methods has passed the demonstration stage. Recently used methods which use values, functions or any other descriptions of two sites from other studies for evaluation of natural resources are Benefit transfer method and meta-analysis and due to its newly development will be shortly addressed.
