Sažetak
Direct election of mayors has been introduced in Croatia. The first such elections were held in May 2009, along with general elections for local representative bodies, at both territorial self-government levels – local and county levels. Data show that chances of independent lists to succeed are better in communes than in towns and at the local level than at the county level. Regional differences still exist, both in presence and success of independent lists and independent candidates for mayors. In some parts of the country more frequent presence of independent lists and candidates can be attributed to the richer structure of national minorities. Positive correlation of simultaneous engagement in direct election of mayors and elections of local councillors has been found. It means that independent lists led by a person who was at the same time an independent candidate for mayoral position were more successful than other independent lists. Independent candidates that won mayoral elections can be systematised as lone wolves, leader wolves, strong political leaders, and leaders with weak political support in the councils. Independent mayoral candidates who at the same time led independent lists can be systematised as local political leaders, local oppositionists, and weak self-made politicians (one-man band). Finally, certain cases have been qualitatively described as an illustration of positive and negative effects of independent lists and independent mayoral candidates. Such political institutions can be wisely used and filthily abused.
