Sažetak
This paper analyzes the public procurement as a sector where the governance weaknesses of the most transitional states are very obvious. Future EU states, including Croatia have to implement necessary reforms in that sector and introduce principles of transparency, equal treatment, free competition and non-discrimination in the process. First part of the paper addresses the importance of the public procurement in the EU as an essential part of the internal market. Additionally, WTO rules and EU acquis determine the institutional architecture of the public procurement rules on the global and regional scene that have gained renewed importance for the Lisabon agenda and the EU public policies. Second part of the paper focuses on Croatian efforts to adopt its legal and policy framework to the acquis in the negotiation process. Croatia has developed required institutional capacities and legal instruments. Nevertheless, main challenges in the fields of fight against the corruption and improvement of human potential and institutional building are crucial prerequisites for the sound functioning of this sector and Croatian entrance to the EU.
