Sažetak
Generally speaking, major directions of defence field reforms in the Republic of Croatia are primarily related to the Country's ambitions to join European and Euro Atlantic political and military integration processes, and to demands related to such ambitions. Also, Croatia still possesses a defence system whose size and quality are not compatible with new political, economical and technological circumstances. Therefore, defence reforms are directed towards adaptation to them. They are primarily related to personnel reduction, changes in budget structure and to a higher level of democratic control over the Croatian Armed Forces (CAF). With a great level of certainty it can be said that nobody’ s satisfied with the tempo of these reforms. For NATO observers they are definitively too slow and too modest. It could be said for the Croatian general public too, who expects reductions in defence spending which would allow more money for investments and employment. For Croatian decision makers, primarily the Croatian Government, these reforms are a necessity, but need to be approached carefully, especially because of the high percentage of unemployment (22%) in the Country and because of the size and specificity of the population that will suffer direct consequences of the project.
