Sažetak
Reliable communications are basis for all emergency systems. For this purpose global standard for professional mobile radio communications known as TETRA is developed. That digital radio communication system is based on cell?s structure coverage zone of geographical area. If coverage zone includes well-indented coast and/or highland area system implementation can reach high costs. In that case, HF technique of Near Vertical Incident Skywave (NVIS) provides relatively cheap supplement or reserve. NVIS link range is between few tens to few hundreds of kilometers and it is practically independent of ground characteristics in coverage zone due to near vertical path. Assessment of HF NVIS link performance by means of transmission errors is performed by technique of communication link analyses. Analyses result is link budget which includes transmitting and receiving resources, sources of noise, interference and signal attenuation and effects of other processes along link. Link budget is implemented, together with other modeling techniques, in standard procedure of HF radio system reliability prediction. Analysis shows that performances of HF NVIS radio should be concerned when planning emergency communication system.
