Sažetak
The paper sets the empirical Model of development as the basis of the strategic positioning, competitiveness and development strategy at the level of enterprises, tourist destinations, regions and at the national level. The most acceptable concept of small entrepreneurship development is proposed. It is possible to ensure better competitiveness of the sector as well as tourism in general, using integrated approach to strategic management, horizontal and vertical linking elements and high-quality partner relationships. Empirically set model development includes the establishment and maintenance of competitive advantages as a system that raises the overall quality of the tourism offer and increases competitive advantages by improving governance at all levels of management.
