Sažetak
Through “ Functional review and assistance in the restructuring of state administration bodies and their subordinate agencies in Croatia“ project the functional reviews where conducted in ten central state administrative bodies and their supporting agencies and in five selected state administration offices in counties: (i) Ministry of Finance, (ii) Ministry of Justice, (iii) Ministry of Economy, Labour, and Entrepreneurship, (iv) Ministry of Sea, Transport and Infrastructure (instead of Ministry of the Sea, Tourism, Transport, and Development) (v) Ministry of Environmental Protection, Physical Planning, and Construction, (vi) Ministry of Science, Education, and Sports, (vii) Ministry of Culture, (viii) Ministry of the Family, Veterans’ Affairs, and Inter-generational Solidarity, (ix) Central State Office for Administration, and (x) State Inspectorate, and (xi) State Administration Office in Split-Dalmatia County, (xii) State Administration Office in Vukovar-Srijem County, (xiii) State Administration Office in Osijek-Baranja County, (xiv) State Administration Office in Lika-Senj County and (xv) State Administration Office in Sisak-Moslavina County. In all analysed bodies SWOT and PESTLE analysis were implemented, strategic and medium-term goals were defined for each individual body, organisational structure and human resources were analysed, their functions were analysed and recommendations for improvements were given, as well as vertical functional analysis was performed in environmental protection, physical planning and construction sector. The analysis of functions included five groups of functions: Public Policies (Group P), Coordination/Supervision of performance (Group KN), Authoritative Performance (Group AD), Support (internal management services) (Group PO) and Public Services (Group JU). Basic recommendations related to functions are to strengthen the group of functions Public Policies and Coordination/Supervision of performance (by developing the abilities of civil servants), reduce the time necessary for the implementation of functions of the Support group of functions (by outsourcing), involve sub-ordinate agencies (bodies) in coordination and execution of Public services functions, strengthen horizontal cooperation with other state administrative bodies and strengthen vertical cooperation with regional and local self-administration. Furthermore, the recommendations were given for organisational changes and for the development of human resources. The savings based on the project's recommendations would be approximately 10% of the total work costs in analysed state administration bodies.
