Sažetak
Financing public needs by application of the public-private partnership model (further on – PPP) has in the first place been motivated by limitation in accessability of public sources of financing, besides putting in efforts to improve quality and effectiveness of public services. Contracting projects by application of PPP should be considered as one of the possibilities that can be applied where project features allow it and where clear advantages and benefits in comparison to the traditional way of purchase can be proved. The experience analysis in several European states, and mainly the data from the United Kingdom show that the application of PPP model has positive effects. To mention such as superseding limitations in financing possibilities, including responsibilities of private sector for construction of public infrastructure and providing public services, stimulating innovation in providing public services and considerable growth of services beneficiary satisfaction. The models of PPP application are complex in respect of design, management and implementation but exceptional attention should be paid to contracting these projects.
