Sažetak
The paper is a result of action oriented research on welfare mix development in Croatia. Mail survey and interviews with respective stakeholders were used for data collection. Mail questionnaires have been sent to cities, counties, centres for social care, public benefit organisations and civil society organisations dealing with social issues. Results of research show possibilities for local cooperation and mobilisation of additional resources on the local level. Still, trust and low level of social capital are crucial issues for welfare mix development. There are several examples of good practice. Programmes of EU promote the concept of a good governance and welfare mix development. Several cities are committed to welfare mix development. Path dependency, domination of state and centralisation are obstacles for modernisation of social policy. There are recommendation for the future research in this field.
