Sažetak
The greatest challenges of global information society are not only the question of availability and use of technology but also with a number of issues that arise from the today's multicultural society. Today's local communities are becoming more multicultural as they are a part of the multicultural World community. Each individual is facing the increasing need for life long learning, formal as well as informal. Because of this new tasks are set for libraries as they are promoters of culture and inter cultural dialogs and are important factors in development of literacy in the 21st century, especially with children and youth. It is at their age that lifelong learning starts and the competencies they acquire in non-formal and informal ways of learning are the foundation of their ability of developing into active members of their communities and global societies. In the 21st century the term literacy, as a cause and effect of lifelong learning, along with information, computer, media and visual literacy also includes cultural literacy. According to a European Union document from 2006 key competences for lifelong learning include competencies related to cultural awareness and expression in the cultural realm. These competencies pertain to knowing and respecting one's own culture as well as to openness to other cultures, to the ones in the local community and the ones that make up the global multicultural society. The way from the multicultural society to intercultural understanding is a long one. By living in a multicultural community, the community in which many cultures share the same area, does not necessarily mean the inter cultural dialog, as it implies interactivity among different cultures. IFLA's document „ Defining multiculturalism“ lists target groups that make up multicultural society such as native nations, national minorities, immigrants, refugees, political asylum seekers and temporary residents. Libraries have an important role in establishing inter cultural dialog, as their function is to ensure access to information for all people. This affects library collections which are becoming multilingual, library services and programs which are developed so the users can learn about majority and minority cultures and share experiences, and availability of information about a library (printed and online) in all languages spoken in the community so everyone is using the library under same conditions . There is no children's library model in European Union that can be applied to all European countries, but there are common principles of functioning of a modern children's library. Based on the rights of each child to access to information, cultural content, learning and fun, library's task is to ensure the space, collections, services and programs for learning about oneself and others, in order to ensure inter cultural dialog. Through workshops, panel discussions, meetings, plays, quizzes, debates and participation in projects and networks children learn about their own and others' cultures and they develop awareness of belonging to the European environment and global society. Information about European Union appropriate for children contribute to realization of common goals of the EU that are related to culture and are focused on four main areas: understanding and popularization of EU nations' cultures, preservation and protection of cultural heritage, cultural exchanges and artistic and cultural creation. Children's library cooperation with other organizations in the community, particularly with those that bring together members of other nations and cultures is becoming a priority, and the educated children's librarians who, in addition to knowing and understanding developmental characteristics of children and their needs, various media and organization of information, know and understand the cultural needs of its local communities have become necessity.
