Sažetak
Year 1988 and Zagreb Healthy Cities Conference have been established as point 0, or start-up of the Healthy Cities Project in Europe and in Croatia. The ‘ veteran’ status within European Healthy Cities Network both entitles and obliges Croatian Network members to inform broadest public of the results of their twenty-year-long activities. As a part of our 20th anniversary celebration CHCN Assembly decide to award the best performing cities and counties. The Healthy Cities and Counties League was design as an instrument that will allow comparison of (last five years) achievements among cities (and separately among) counties. At the business meeting held in Varaždin, in October 2007, criteria and algorithm for the Healthy Cities and Counties League were adopted. League is providing five sets of criteria for selection of the best performing cities, assessing: I. Healthy city politics - visible political support to the HC project in 7 steps, from acceptance of network key documents to public (by mayor) health reporting once a year ; II. Project legitimacy and infrastructure for project implementation – assurance of organizational and financial resources for implementation of the Healthy City policy ; program visibility and transparency is assessed through 12 steps from appointing project coordinator to annual reporting to NN support centre ; III. Project products and results - project “ products” are health policy development documents and project “ results” are outcomes of their implementation through HC project activities that are measured in 7 steps from existence of City health profile and Plan to implementation and project integration into the regular work of department for health and social welfare ; IV. Project ability to learn and develop – cities ability to apply Healthy City methodology is measured with 11 steps from citizens involvement and participative need assessment to priority setting and implementation and evaluation of activities, V. Networking, cooperativeness or ability to work jointly with other members is assessed through 8 steps from payment of annual fee, participation in network events to coordination of thematic group and tutoring. Scoring in League is progressive since, in all five sets of criteria, activities were positioned from easiest to hardest to achieve. Cities and counties were called to send filled-in forms with enclosed proof of activities till 7 April 2008. Those with more than 80% of points will be awarded (this is the cities motivator) and through the League generated information used in evaluation (this is the NN interest).
