Sažetak
During the last three decades, culture has been seen as an important element in the development of a common European market. Culture was formally recognised as one of the responsibilities of the European Community in 1992, in the Treaty on European Union, known as the Maastricht Treaty. Though the European Union (EU) dates back to 950, it was not until the 1980s that politicians and policy makers recognised that the development of the common market had failed to introduce a sense of belonging to Europe, a sense of European dentity. Since then, they have established many different cultural projects in order to imbue Europe with a sense of “unity in diversity” in order to bring about a Europe where mutual understanding and respect for different cultures is the main responsibility of European citizens, who have a strong sense of emotional belonging to Europe (in addition to a strong sense of regional and national belonging). In this context cultural tourism and cultural industry are seen as activities (and economies) which have the capacity to promote belonging to Europe and intercultural communication. However, this promotion is not a ‘neutral’ activity.
