These proceedings contain materials related to three workshops successfully organized during the last two years (2007-2008) of Tempus Joint European Project (JEP) UM_JEP-19105-2004 EQIBELT (Education Quality Improvement by E-Learning Technology): the workshop on Pedagogical Opportunities of E-learning, held at the University of Zagreb at the end of October 2007, the workshop on E-learning Support Centers, held at University of Zagreb, in the premises of the University Computing Center, in April 2008 and the workshop on Course Development in E-learning Environment organized in September 2008 at the University of Rijeka.
