Sažetak
The care for mental health in Croatia before war was highly institutionalized. By the beginning of the war it could not saturate new needs. Rigid hierarchy structure with poor possibilities of movements in a new condition could not adapt itself. In this group the first who reacted were psychotherapists and psychologists. New group of clients - numerous psychotraumatized - demanded new approach and new organization of the institutions for the old system was not able to give appropriate help. In the paper there is presented the dynamic of changes and present ways of the development of the service in Croatia.
