Sažetak
EC law on free movement involves a horizontal distribution of regulatory competences between the Member States of the EU. It is rather difficult task to define the field of application of the rule, especially in the economic context when the services are almost invisible or tightly connected to goods. Therefore the unfying process, on grounds of social criteria, withholds the combination of political, as well as market imperatives, with the goal of achieving social peace.
