Sažetak
Although social exclusion has different aspects, it's key characteristics are unemployment, poverty and social isolation which in interaction cause social downfall (Galie et al, 1999). United Nations Development Program in their report of social development in Croatia for the year 2006 accents that the most challenged and sensitive groups in Croatian society are individuals which completed only elementary school, people over 65 years of age, women and unemployed youth. Exclusion of youth from employment market is one of the crucial elements of social exclusion and youth vulnerability and huge risk factor for various negative aspects of psychosocial health. In collaboration Pedagogy Faculty, University of Ljubljana, Slovenia and Faculty of Education and Rehabilitation Sciences, University of Zagreb, Croatia have taken bilateral project "Social participation and living strategies of unemployed youth in Slovenia and Croatia in European context". During the project, research was made in both countries. Research made in Croatia has included the sample of 953 unemployed youth from Croatian employment bureau in the age of 18 to 27 years. Questionnaire addressed many areas, including the level of participant's education, place of residence size, unemployment information, inclusion in employment programmes, financial situation, psychosocial health, life pleasure and future plans. Regarding the level of education, many studies emphasize that individuals with higher level of education have four time bigger chances for employment then those with elementary school or less (Sverko et al, 2005). UNDP explains that individuals whose education does not exceed the level of elementary school are prone to long term unemployment. Many research have shown that long term unemployment leads to bad financial situation, social exclusion and mental health related issues. Wise social politics should primarly manifest through targeted youth national strategies, supported by collaboration of all other sectors in society such as inclusive educational system focused on education until employment and recognizing youth potentials, regulations improving employment accessibility for youth, health care systems, financial support during unemployment (Vucic, 2006) and through NGO programmes etc. Fundaments of national strategies should be based on prevention programmes, especially through the efforts of economy sector concerning easier employment of youth. Young people should have opportunity to be equal and active members of society, having meaningful roles regardeless of current employment.
