Sažetak
Existing territorial organization of local self- government in the Republic of Croatia is based upon a large number of small local units, especially small municipalities. Along the many problems small municipalities encounter (insufficiency of personnel and finance capacities), they still take a significant place in the territorial constitution of the Republic of Croatia (they are better for implementation of immediate democracy, and make budgetary expenditure easier to control). In those small municipalities the citizens have found a local identity. That reality should be considered and existing local self-government units should be enabled to perform their tasks, aimed at becoming efficient and close to the citizens. .
