Sažetak
Flight crew licensing is a difficult yet essential task which requires appropriate regulation and the support of an adequately organized and staffed flight crew licensing office.
After declaring independence, Croatia found itself without an adequate flight crew licensing system. Although flight training soon started at the Faculty of Transport and Traffic Engineering and licenses were issued at the Ministry of maritime, traffic and communications affairs, inherited regulations were and still are used. National regulations, in line with strategic orientation of the state, are still to be created.
During 1998, four acts arranging all important aspects of civil air traffic were passed in Croatia. Until the new sub-law regulations are made, regulations created from the former state remain in effect.
The comarison analysis of regulations regardin issuance, prolongation and scope of flight crew licenses reveals a lack of coordination between the regulations inherited from the former state and ICAO and JAA standards. After the new Air Traffic Act has been passed the sub-law regulations are to be created.
Implementation of international licensing standards into Croatian aviation regulations is justified by strategic orientation to Euroatlantic associations and the potential economic effects of tapping into the vast European pilot training market.
