Sažetak
In the world, especially in Europe, frontiers are not obstacles and rgional cooperation in the protection of minorities has become very important. It is confirmed on the example of regional cooperation between Southeast Europe states which is more and more in the function of the minority protection. Policy of tolerance, as an alternative to ethnic conflicts and wars on the territory of Southeast Europe, is urged by different international organizations. It is more often subject of bilateral agreements which are basis for development of interstate relations through the improvement of status of national minorities. In these cases minorities present factor of cooperation, not only factor of conflicts among states and nations.
