Sažetak
The paper treats standards and recommended practice of establishing national civil defence system and analyses compliance of newly founded Croatian National Protection and Rescue Directorate. The paper determines the notion of emergency operative and analyses its role in the system of civil defence, providing arguments for the establishment of the air emergency system in Croatia, and elaborating the theoretical assumptions of its modelling.
