They have been addressing more complex and responsible issues that require rapid and efficient response. The key to successful performance is knowledge based on relevant facts and information. Modern information technologies offer a quality platform for fast data and information acquisition, their processing and further distribution to users, as a basis for creating and sharing knowledge. Therefore the construction of an information management business system is a must. The system is to entirely meet the needs of a modern social sub-system which would meet the needs of the public in rendering services related to safety and rescuing people and their assets. The project named "Fire Service Network" represents a Croatian fire fighting community's major step forward in designing and implementing modern information system within the big "family" of fire fighting organisations, with the aim of gathering and processing numerous data and facts as a basis for creating knowledge on fire safety system, with good prospects of developing into a modern information management system. With minor supplements, such a system could reach a higher organisational and technical level conceived on the principle of the client/server architecture where the exchange of information among all personnel, participating in management, and development and education activities, are just some of the new potentials. The latter include the advantages of the Intranet as an internal fire safety network based on the philosophy of the Internet. Introduction Epoch-making discoveries, development of technologies, as well as new communication systems, have considerably determined the development of human community. Historical changes have also determined the present where a need for designing a better, more efficient performance at the level of socio-economical systems has been identified. One of the most important premises of progress is the development of communication facilities of all elements of organised social activities as well as the development of communication systems such as networks of human knowledge, information and data flow. Namely, from Homo erectus and Homo habilis to Homo sapiens, communication has been an integral aspect of organised human activity for the past two million years. Moreover, during the development of mankind, communicating has been an essential element of social processes within society: a condition for the origin, survival, and development of human beings at the levels of evolution and socialisation. This fundamental social relationship has ensured the creation, functioning, and continuity of social products, including the institutional level where a man does his job and plays a role. Fire safety has always been an organised human activity of public and general social interest. The entrance into the new millennium has been marked by the development of information and communication technologies in full swing, so that a need arises to make the best of available resources in order to achieve a faster, more efficient and rational data processing at a higher technological and cognitive level. Knowledge has become nominal social capital, and the foundation of any knowledge is the comprehension based on information and data from the relevant environment. 1. Fire safety system A system can be generally defined as a whole made of parts, which suggests an inner fragmentation of parts or elements of the system. Another theoretical orientation defines a system as a whole separated from its environment, which implies dissimilarity between the system and its surroundings. Observing a system as a whole made of parts is inherent in social relations that are believed to be stable, whereas the other viewpoint is more attributive to observing a system coping with uncertainty and unpredictable environment as is the case in societies that are open in market and other ways. Trying to define the fire safety system in the Republic of Croatia, the most precise description would be the one that says that a system is an arranged assembly of a number of elements (system units) which, through their interaction, form a simple or a complex function of the whole. The elements are mutually connected into a system but are, at the same time, independent enough in their activity to be indentified as units. The system is part of the "universe", i.e. its own environment, where it acts and with which it maintains certain relations. That environment is unstable. In order to survive, the system has to adjust quickly to the requirements arising both from the environment and from the inside. Every system, including the fire safety system, is considered a sub-system of a higher order whilst every system can be dismembered into sub-systems of a lower order. It consists of a number of elements (units) designed and organised on territorial principles, which, through their particular and mutual action, perform a complex function of a whole, in service of the public and the superior social system. In other words, the fire safety system acts as a "public service" which ensures the functioning of important components that guarantee public safety protecting and rescuing people, their properties and assets. This activity is described by the legislation as a professional and humanitarian activity in the interest of the Republic of Croatia, carried out as public service by fire fighting units. From the viewpoint of the theory of management systems, the fire safety system is a combination of mutually connected, and in all aspects networked, functional and associative management systems which, serving the needs of this paper, will be called sub-system wholes. The functional management systems comprise a network of public companies (Public Fire Fighting Units) whereas the associative management systems comprise organisation and societies (Volunteer Fire Fighting Units, associations and the like) where individuals and organisations get connected in order to implement interests they have in common more easily. According to the data provided by the Croatian Fire Fighting Service, there are 1,962 fire fighting units in the Republic of Croatia functioning in an organised way (volunteer fire fighting units within the local government and enterprises, and professional fire fighting units) with 59.194 operating members, associated in 245 fire departments in municipalities, cities, and areas, which are associated, at a higher level, in fire departments of the counties and the Zagreb City Fire Department. According to the same source, these data should be complemented by the fact that 60 units of the local government have not yet established any fire fighting unit, which indicates that further dissemination of the fire safety system should be expected in the times to come. The basic requirement for successful functioning of such a social sub-system is the successful cooperation of all sub-system wholes. Relevant references point out that the premise of any successful cooperation is human behaviour, as well as material substratum comprising assets, instruments, and information i.e. data about environment, course of the operation, certain members' knowledge, etc. As Bikup explains, an information is not what we know, but what is new. Therefore it is in service of understanding each other, exchange of experience, orientation of social groups and individuals or, as Sapunar sees it, an information creates specific relations among phenomena, makes transition between the undetermined and the determined, becomes the product (and measure) of the complexity of an organisation where complexities and plausibilities are interconnected. Furthermore, the process of transfer of information from the sender to the recipient represents the very purpose and contents of the communication process, the exchange of information between parties in the communication process being the ultimate purpose and objective. A set of a number of information makes the message which is inherently structured from the redundant, the valuable, and the informative. The informative part contains what we have already described as new, as essential, as a part the message cannot be without. Therefore, a system has to be supplied with the necessary amount of information in order to be fully functional. 2. Information networking to promote knowledge The initial impulse for the information networking of the Croatian Fire Service arose from the comprehension of the quality information management as an important factor of the efficient performance of modern safety and rescue systems. If we examine the economic growth in the developed countries from the fifties to date, we can notice that the nineties introduced the information society with a tactile transition from the industrial economy towards the economy of knowledge, under the powerful influence of the global market and global competition. The knowledge, which has been brought into focus, represents the use of information aiming at creating new values, where the information under discussion is based on the facts gathered and made available in an explicit way, i.e. the facts that can be put in the context of a situation, which is the basis for creating a new value. New values should not be only and exclusively perceived in material assets. A fire safety system is not a production system aimed at producing material assets. The system, with its sub-system wholes units, organisations, institutions and companies is aimed at rendering services in the public safety domain. This, however, does not reduce the need of the internal organisation for gathering information/data aiming at encouraging the development and the exchange of knowledge based on information/data, the ultimate goal being a more rational and successful economy, as well as a higher level of comprehension aimed at the efficient performance based on modern, both local and global, insights and experience. Various types of knowledge specified by Mrnjavac are also vital to an economy based on knowledge; in our case, to public companies, associations and organisations which are mostly budget users. Knowing what refers to the knowledge about facts. Knowing why refers to the knowledge about principles and laws that are observed by the nature, society, and human mind. Knowing how refers to skills or abilities to do something. Knowing who, which becomes increasingly important, comprises the information on who knows what and who knows how to do something, but mainly refers to the ability to establish relations with specialised groups in order to use their knowledge efficiently. Croatian Fire Service, as a social sub-system, is actually a highly complex organisation of an exceptional social interest, deals with an ever increasing amount of information daily. Today, the achieved level of information technology allows such a huge amount of information and data to be available to numerous organisations and units, as well as individuals who form the Croatian fire safety system. According to what has been said earlier, the objective of such a system should be gathering, processing, and dissemination of data and information. Consideration of the needs in line with technological plausibilities and modern requirements has encouraged the Croatian Fire Service to order the drafting of an information system project called "Fire Service Network", with the purpose of gathering and processing data related to the activities of fire organisations in the Republic of Croatia. 3. "Fire Service Network" It can be noticed that the following desirable features are prominent among the Fire Service Network's basic principles of designing a basic application and its implementation within the fire safety system: Creating a modular application with an integrated data base in the client/server architecture for gathering, processing, and dissemination of information, Structuring a data base with compulsory (essential) data, and secondary data (additional processing of information), and Creating standardised forms-reports based on various variables, i.e. search criteria. The application program enables users to address issues they encounter in their work, with computers serving as a supporting aid in performing intellectual operations; it is not important for a user to know what goes on inside a computer. The development of the entire application has been based on two fundamental guidelines: hierarchical selective access to the application regarding data updating, and modular organisation of the application, which is in correlation with the diversity of the data that are arranged in several interdependent groups. The file access and updating has been arranged in such a way that the lowest organisation levels can enter the data that are related only to their organisation, whereas officials at higher levels can enter certain data related to lower levels only according to their competencies. The similar situation is encountered when creating reports. Officials and other users of the information system can make reports only for their access area. Besides data access limitations, the system is provided with access controls that, according to Panian, allow the use of the computer system only to authorised users, restrict the activities that authorised users can perform with reference to system resources, and ensures that the users get, i.e. are able to use, only authorised system resources. The modular nature of the application is manifested in its segmented structure and flexibility regarding further plausible modifications and upgrading, in both layout and data scope of a module. Thus the application is divided in the following file groups: organisation, membership and facilities. All three modules have been included in the first stage of the project implementation, whereas the second stage will include another module called activities. The choice of a modular type of application proves to be a better solution that the monolith type. Modules are relatively self-contained wholes that can be eventually associated in more complex, hierarchical structures. The very names of the modules suggest the type of data they collect, process, and display. The module organisation collects basic information on structural form of action, contacts, names of officials etc. The module membership collects various information on members, including their individual unique codes, training, duties, acknowledgments, and the like. The module facilities collects, processes, and displays information on premises, vehicles, equipment, and the like. The module activities which will be actuated in the second stage of the project, enables collecting, processing, and displaying data on fire units' responses, fire drills, training, contests, prevention activities, as well as other activities that have not been anticipated in the application. The above mentioned information is entered at the levels where certain activities are organised and implemented. The most important part of the application refers to the reports. They are made on the basis of personal criteria selection (so called dynamic report making). Accordingly, the most frequent forms of the data search query have been anticipated through query elements that have been set in advance, and can be mutually combined. They range from queries about the number of professional or volunteer members in an area and sorting according to their age, sex, and regional deployment, the list/overview of a member's functions, qualifications, training, etc., the list/overview of the equipment and vehicles according to their specific features, to the printout of responses in individual areas through a particular period of time, etc. The application enables the storage of the individual query, i.e. its search criteria, whilst the query results can be saved for further processing using Microsoft Word, Microsoft Excel (feasible already in the first stage of the project) and printing using Portable Document Format (pdf), a feature that was installed in 2007. 4. Implementation of the application A system has its lifetime. Every system is set up (initial stage), is developed (expansion stage), after which it reaches certain level of development which, on the growth curve, represents the point of inflexion (transition of the curve from the convex to concave growth). At this stage, further growth of the system is deliberately inhibited so that an adequate control can be gained over its performance and to establish the desired forms of management, which eventually leads the system into the stage of consolidation (maturing). When the system meets the set criteria and efficiency, it enters the stage of maturity when it starts giving optimal results. As the implementation is almost always a delicate activity, the implementation that is discussed here has been done in a somewhat traditional environment where the application of advanced information technologies has been rather limited, at least until now. Hence the implementation, among other aspects, has introduced efforts to overcome the usual fear of new technologies in all project participants, especially at lower organisation levels that employ volunteers who are not necessarily at a high level of information literacy. Due to the above mentioned reasons, the plan is to carry out the very implementation in three stages featuring precise deadlines. The first stage had to be accomplished by 31st December 2006. It encompassed the designing of the application and its implementation in one to three county fire departments. The second stage had to be accomplished by 31st December 2007, and it encompassed the development of the application, its implementation in all county fire departments, and gradual involvement of Safety and Rescue Directorate, Professional Firemen Association, companies, and others, whereas the third stage (starting in 2008) anticipates further development of the application and spreading to all potential units. In addition to all activities mentioned earlier, the timely education of users was organised at various levels of the system during all development stages. These activities primarily implied the training of the operators which was organised regionally (Slavonia, Central Croatia, Western Croatia, and Dalmatia). According to the available information, about 10% of the data on membership in the fire service in Croatia has been entered into the system. Organisation of an information management business system (IMBS) Systematic data processing serving the information needs of individuals and organisations is an important premise of their work efficiency. The system which has been presented in this paper has been designed for that very purpose. The data/information used by the system is often necessary for decision preparing and managing certain processes. Therefore it seems quite appropriate to call such a system the information management system. It is most frequently developed using the methodology of the end user computing. The fundamental conception of this methodology is the development of a management business system that includes both information professionals and end users, i.e. people the system has been created for, people who use it as an aid in carrying out their diverse management and/or operational activities. Diagram  SEQ Shema \* ARABIC 3: Interaction of the components in the IMBS   EMBED Visio.Drawing.11  A system like this consists of material and technical components (Hardware), non-material components (Software), human component (Lifeware), organisational (Orgware) and transmission components (Netware). The efficient interaction of all the components results in establishing an information management business system which, like a neural network, permeates the superior social system. Information and data are forwarded through the network and are, after being processed appropriately, sometimes in real time, made available to all social system units as an important premise of forming organisational knowledge. The ground for establishing an IMBS is formed by objective facts (business and work processes), but we must also take into consideration the nature of organisational culture that reflects the way of life and work, as well as the system of values, beliefs, and customs within an organisation. They produce behaviour standards through the interaction with the formal structure. In this regard relevant references point out three basic organisational forms of information systems: centralised, decentralised, and distributed organisations. The actual state of the Croatian fire safety system does not match any of the three forms. However, even this conclusion is not entirely accurate. As it has been already described, the system is made of a number of institutions and organisations that are territorial by nature, and are sometimes poorly connected. If we have classical organising in mind, here we cannot talk about a centralised or a decentralised system. For instance, the public fire fighting units act as public companies in their respective cities and municipalities, as do the volunteer fire units. All of them are associated in higher structures at the city, municipality, and county levels, and all of them are units of the umbrella organisation the Croatian Fire Service Association. It can be noted that there are some missing parts in this hierarchy, such as the Ministry of Interior, the Safety and Rescue Directorate, and the like, which often have common grounds with the remaining part of the system. The description of mutual relations in the system corresponds to the relations described by legislation, implying that the system is a type of decentralised organisation. With regard to operational tasks, relations of the system units entirely correspond to the ones in a hierarchical organisation. This description of mutual relations might imply a centralised organisation which would prefer to have a centralised information management business system. A centralised organisation assumes the concentration of all processing information resources at a single location, with all arithmetic/logic data operations are processed by the central computer. The actual state and the inherited culture of the inside organisation justify the centralisation of all management and business processes. On the other hand, a decentralised organisation prefers a decentralised IMBS whose essential feature is the existence of a number of independent computers installed at various, sometimes remote locations. In decentralised systems there are problems in the coordination of management activities as well as in the sector of financing, as computer capacities are easily multiplied (costs increase) without being sufficiently used. As we can see, neither solution is optimal. A distributed organisation of the IMBS represents a compromise solution. This form is derived from a centralised organisation by linking regionally scattered computers with communication lines (online data sharing). Lately, so called client/server architecture, organised as hierarchy or with complete distribution, has emerged as one of the most attractive solutions to distributed IMBS organisations. This form of organising an information system is characterised by spatial dispersion of material and non-material resources as well as spatial dispersion of the personnel and processing in the information system. In this form of IMBS organisation clients and servers can change their roles dynamically (simultaneously functioning as servers and clients). Its implementation is beneficial to the systems in a number of ways. The advantages include an increased availability of information and, subsequently, a more efficient decision-making, an acceleration of business processes and procedures, etc. If applied to the fire safety system, this would actually mean that every level of organisation, starting from the city, municipality, and county level, has its own resources for gathering and processing the information, which are vertically networked in the hierarchical client/server architecture. In certain future activities related to the further development of the system, the advantage of this approach, may be the recognition of the necessary autonomy of the individual organisation levels with a complete appreciation of their specific qualities, and a larger and more diverse information input. 6. A step closer to the Intranet The Internet, as the global network of millions of computers mutually connected by a protocol, represents an inseparable segment of modern human living and working. The perceived advantages of the Internet have inspired larger business systems to consider constructing their own networks based on the philosophy of the Internet. The networks under discussion are conceived as client/server architectures with the application of standard protocols similar to the ones used on the Internet. The network, which is actually any inner network of an organisation, similar to the Internet, is called the Intranet. When upgraded with certain services, otherwise characteristic features of the Internet, it enhances the implementation of the existing information management business system. It can be expected that the Fire Safety System will be able to establish such a network after taking successful "pioneer" steps in creating information connection of all its sub-system wholes. An important premise for establishing such a network is a prudent and targeted construction of groundwork for the future network, through adequate development stages, where close attention must be paid equally to all construction elements, from material, non-material, and organisational ones, to providing quality training to all potential users. The development project, designed in this way and carefully managed, should eventually result in the establishment of the Intranet which will considerably enhance the work and functioning of the entire safety and rescue system. The improvements will be particularly emphasised in the areas of information sharing among all system units, participation in management, development activities, education activities, provision of new insights and sharing the knowledge among all relevant constituents of the system, as well as in general improvement of relations among all relevant elements within the system, whose major feature, among others, is informal communication. Many studies have undoubtedly confirmed that the informal communication extensively contributes to creating a more relaxed working environment and results in a higher performance of the staff. Hence, all the above mentioned advantages of the Internet reveal that consideration should be given to the further development of the IMBS aiming at meeting all possible needs that arise from daily activities of individuals, units, and organisations in the Fire Safety Service of the Republic of Croatia. 7. Conclusion Today it is rightfully pointed out that knowledge, in addition to all other factors, is the condition for not only efficiency, but also for the very survival of each organisation, including the one under discussion in this paper. The information age and the fast scientific and technological progress are bringing serious changes. These circumstances justify the conviction that modern economies must be based on knowledge, not on traditional resources such as natural resources, capital, and work. Therefore it is justified to talk about organisations of knowledge and learning organisations which exist only if the essential requirement is met the sufficient amount of available data and information. The efficient information networking of all sub-system wholes is a must in complex systems such as the Fire Safety Service in the Republic of Croatia. It is necessary for ensuring the quality flow of data/information as the condition for establishing an efficient information management system which can be eventually developed into an internal information network (Intranet). This form of network will be able to meet the need of a modern organisation for creating and developing specific knowledge which will be of crucial importance to successful performance, middle-term and long-term system planning, rational use of available resources, acquiring know-how from the business environment, etc. Under these circumstances, the system and all its sub-systems will develop into a learning organisation which will be enhancing the knowledge, in line with all modern trends, as well as the comprehension of its own performance and the environment in which it functions. The ongoing project of the information networking within the fire safety system, named "Fire Service Network", represents a major step towards creating a learning organisation. The inherited, somewhat traditional, environment that is not prone to modern information technologies, lack of financial resources, and possible lack of understanding in decision-makers regarding the need of networking and investment, may place certain obstacles in this process. However, as any other project, provided it is managed persistently and prudently, the "Fire Service Network" will reach the necessary level of development where further enhancements will be possible and the information system will become an inseparable part of all activities of units and organisations within the fire safety system.
