Sažetak
Decision makers in the field of waste management encounter arising challenges in the process of developing waste management systems. However, they are usually confronted with a variety of information and data without any proposed methodology for their integration and evaluation. In order to develop and implement a functional and sustainable resource use strategy, it was necessary to analyze national, regional and county waste management system, and define the framework which shapes its implementation. The developed methodology applied on the case study of the Dalmatian region is based on a combination of methods and incorporates a strategic analysis of the operational environment with multi-criteria decision analysis to attain a systematic approach to strategic planning level of waste management. Two multi-criteria decision analysis methods: PROMETHEE and GAIA were applied for the systematic analysis and evaluation of the derived alternatives. The analysis covered two levels: the potential number of waste management centers resulting from possible inter-county cooperation, and the relative merits of siting of waste management centers in the coastal or hinterland zone was evaluated. Ecological, economic, sociologic and functional criteria sets were identified as relevant to the decision-making process. The developed methodology for this particular case provides a supportive background to decision makers. Transparency of the procedure ensures clear insight of the general public, and therefore allows for public involvement in the decision making process what increases the probability of successful implementation of the selected alternative. The developed approach provided new insights to strategic waste management planning and gave a reason for rethinking some of the existing strategic waste documents in Croatia.
