Sažetak
The railway system in Europe is organized on the basis of Directive 91/440/EEZ on infrastructure on the one hand and the carriers (passenger and cargo) on the other hand. In the beginning of separation, especially in Great Britain, there came to a sudden reduction in the level of railway traffic safety. The assumption for separation was to maintain or increase railway traffic safety at all levels of system management. The European Commission, therefore, issued during 2004 Directive 2004/49/EZ on safety, which defines the introduction of the safety management system in railway companies. A significant aspect is the system of information and control over the safe traffic flow regarding levels and areas of control. The consequences have been studied especially and the analysis is used to obtain the methods of preventive actions and the proposal of the best ones. Preventive actions can significantly reduce the emergency situations both from the aspect of external (non-railway) and internal (railway) factors. In case of emergency it is necessary to have an information system that will provide a good solution. Therefore, such a system has to include the report, investigation and inquest, as well as the analysis and statistics of the emergency. The report has to be clear and has to provide initial information of all those interested in the event, and thus act in a maximally successful way in solving of the situation. The investigation and inquest have to be carried out thoroughly and then the sequence of occurrence and the causes of the emergency have to be determined. The persons carrying out the investigation and inquest have to be qualified specialists. Special attention is paid to the analysis and statistics in order to reduce in the future the probability of emergency. In keeping the information on emergencies special attention should be paid to information security of the safety management system. The emphasis in the system is on the protection against unauthorized access, confidentiality and integrity of information. It is also necessary to take into account that the information system has to contain the subsystems of timetable, infrastructure register, register of rolling stock and human resources that have to be compatible.
