Sažetak
The inland waterway transport is one of the oldest modes of transport. Low energy consumption, high level of safety and its environment friendly quality are its basic characteristics and it is no wonder that the transport is ever more being directed to the rivers, and the states invest significant funds in its development. In the Republic of Croatia, inland waterways transport is not sufficiently developed – approximately 1.4% of total transported goods are transported by the rivers, while in the EU this share is between 6% and 24%. A prerequisite for such a high share of inland waterway transport in the total transport of goods is the existence of adequate infrastructure – navigable waterways and ports. Just the ports represent a key point where port activities take place. If they want to satisfy the needs of modern users, the ports should be developed and they should meet technical, technological and organizational requirements. In the Republic of Croatia, the inland waterway navigation is not sufficiently developed and the condition of ports and vessels is inadequate as well. Therefore, our inland waterways should be urgently improved to meet the international standards, the existing ports should be modernized and new ports and landing places should be constructed. During the construction, the environment would be inevitably affected (soil, water, air, plant life and wildlife) and it might be polluted as well. In order to avoid environmental pollution, environment protection measures should be efficiently implemented strictly enforcing relevant regulations. As a candidate country for the full EU membership, the Republic of Croatia must harmonize its legislation with the EU acquis. The inland waterway ports are more and more important segment of the Croatian economy and the legislator should ensure their undisturbed development providing relevant high quality and implementable legal basis and other regulations. The Act on Navigation and Inland Ports should provide a new approach to the planning of the port infrastructure development as well as harmonization with the EU regulations.
