Sažetak
As a consequence of a permanent need for the construction of new power plants and thermal units, as well as due to the increasingly rigorous demands on energy management, rationalization of investments and environment protection, today many Western countries use cogeneration systems. Following these modern trends in energy management, the National Energy Program KOGEN (Program of Cogeneration) was initiated by the Government of the Republic of Croatia. The KOGEN Program was initiated in order to establish an organized system of care for the energy sector, development of cogeneration plants, environment protection, and increase in energy efficiency, as well as for the purposes of engaging expert assistance on various tasks in the framework of cogeneration. In the present paper, an overview of the KOGEN Program is given, as well as the first, preliminary results of the program. The first results point to a number of different barriers to the development of cogeneration, ranging from legislature and investments security to a low level of information, as well as the inactivity of company management. Therefore, several potential additions and modifications of current legal regulations have been proposed, as well as several measures for the development of cogeneration, in order to facilitate the implementation of the Program and its aims. A preliminary analysis of the energy potential for cogeneration in Croatia has also been shown.
