Sažetak
In the paper we argue that the quality of teaching and learning in higher education depends critically on establishing, sustaining and developing an organisational culture that in turn supports professional standards that have as a central value the continuous improvement of teaching and learning. One outcome of this argument is that it challenges sole reliance on audit and inspection as a route to quality and reveals the crucial need for inspection to be accompanied by a systematic approach to staff development. Large– scale curriculum reforms cannot be implemented without changes in the knowledge and practice of academics. This paper does not see academics as passive recipients of reform who mutely accept changes thrust upon them. It is based on the premise that academics need to be both actively critical and also professionally responsible for the educational quality of the work of the university.
