Sažetak
EU’ s Framework Programmes for Research and Technological Development, also called Framework Programmes or abbreviated FP, are funding programmes created by the European Union in order to support and encourage European research. The investments in R&D have multiple goals in the EU: increasing European competitiveness in science and technology, improving science and innovation, improving international cooperation in R&D and, what is the most important, stimulate stronger cooperation between scientific institutions and industry. Croatian science and research institutions started to participate in the 6th Framework Programme (2002-2006), and for the 7th Framework Programme Croatia is fully eligible partner. The research of renewable energy sources (RES) is one of the priorities within the Framework Programme. The general awareness abut these programmes, outside the scientific-research community, is very low. Thus, the promotion is needed to ensure the stronger involvement of all stakeholders, especially industry. Apart the general introduction of FP, this paper will present the experiences of the Faculty of Electrical Engineering and Computing in the specific 6th FP project, which dealt with the renewable energy sources in the Western Balkans (WB) region. The project identified the best available technologies as well as regulatory frameworks for the countries of the region. Special emphasis in this paper is put on the comparison of regulatory frameworks in the EU and WB countries. The significance of such international cooperation projects is in creation of knowledge base that can be used by all stakeholders in better understanding of RES, which will ensure the decision making process based on scientific facts and best available practices.
