Sažetak
INTRODUCTION Dubrovnik is a regional urban centre, situated at the Adriatic coast in the Mediterranean, in the south-eastern part of Croatia. The coastal area of the urban Dubrovnik region has been imprinted by the intense construction and influx of inhabitants, leaving the hinterland to stagnate and fall behind, with the reduction in the number of inhabitants. A balanced development is being attempted through spatial planning in accordance with the sustainable development. The existing compatibility of regional development with sustainable development has not been valorised yet. Also, a method of adjusting the planned goals of spatial development with sustainable development has not been established. HYPOTHESES AND GOALS 1. Hypotesis – It is possible to demonstrate and valorise compatibility of the structurally-functional regional system with sustainable development. Goal – To evaluate the existing compatibility of the Dubrovnik regional system with sustainable development. 2. Hypotesis – It is possible to establish the method of determining compatibility level of the regional spatial development planned goals with sustainable development. Goal – Through the application of the method, establish the Dubrovnik urban region spatial development planned goals. METHODOLOGY Drafting the structural-functional model of the regional system in order to demonstrate its structural and functional features. Urban region is shown as a model and region’ s structure demonstrated. Regional functions are shown. Functional organization of the region consists of functional components which show individual and groups of functions, linear groups and functional spatial units. Evaluation of compatibility of the researched region with a region organized ideally according to the sustainable development principles, including deviations of the researched region from the ideal model. Compatibility evaluation of the researched region with the nearby comparable regions, including deviations of features of the researched model from the real regional model. Evaluation of regional sustainable development features. Valorisation of the structural-functional system contains results of absolute and relative valorisation. Establishing planned goals compatible with sustainable development. Planned goals are established in accordance with the indicators of sustainable development features. Indicators of confinement of use, as well as system sustainability are analyzed. CONCLUSIONS Features of the Dubrovnik urban region system, in relation to comparable Mediterranean regions (Ibiza, Cannes, San Remo, Rhodes), are imprinted with higher compatibility with sustainable development. Planned goals of the Dubrovnik urban region spatial development can be determined with the established model method. The established method can be used for identifying guidelines for urban region planning in Croatia and Europe.
