Sažetak
In accordance with approaches to diabilitiy/developmental difficulties and international documents which, on one hand, regulate the rights of persons with disabillities and on the other hand, the rights of children, changes concerning upbringing and education of children in Croatia have been made. The Croatian National Education Standard(CNES) is a document that sets standards and establishes the rights of children with special educational needs in primary education. It establishes conditions for inclusion of such children and gives special instructions to teachers, as well as conveying the contemporary approach, from defining the population and terminology to the demands for adapting schools for children with special needs. This article is meant as a short overview of the role of the CNES in realization of the rights of children with special educational needs.
