Sažetak
Primarily because of economic, but also political and other reasons, specific economic and social activities deserve special governmental support. Tertiary education, and consequently student financing is certainly one of them. Although a general public consent is achieved about unprecedented importance of higher education, it is still burdened with a problem of insufficient and expensive financing. From the one side, the government most often couldn’ t assure sufficient funds from the budget, and from the other, private loan market does not finance them adequately because of significant risks and other problems associated with student financing. The main purpose of this paper is to try to find the answers to particular strategic questions in the process of creating an efficient and sustainable model of student financing. The paper studies the importance of tertiary education as an activity of public interest in every country, valuates the efficiency of existing system of student financing in Croatia, points to its main problems, and finally indicates the necessity of its improvement.
