Sažetak
A short overview of the European Union's requests in the field of spatial data is presented. The European INSPIRE initiative is examined and examples of regional cooperation are given together with specific reference to Croatian spatial data. The main part of the paper deals with the problems associated with the digital topographic data model. One of the main problems found is effective data gathering for the purpose of database updating. German ATKIS priority lists and Croatian spatial data updating experiences are analysed. On the basis of marine cartography experiences the introduction of the active user in the field of topographic cartography is proposed. On that basis, two-way communication, cartographer-user is identified as the most important segment of updating. This is illustrated with a few examples from Germany and Croatia. Beside that, need of feature catalogue updating and a long-term selective spatial data updating planning are also observed. Such a model could be used not only in Croatia, but also in other countries that have the same or similar topographic cartographic information system data model.
