Sažetak
The work started with a detailed assessment of the current statistical system. The result was presented in a separate report as Deliverable 1 at the end of April. The assessment identified strengths and weaknesses and looked at all aspects of activities, from the quality of the output and the effectiveness of the existing organization of the NSS, to aspects such as finance and management. A summary of Deliverable 1 is presented as Part I of this report. In Part 2 a core programme for the development of the statistical system is presented. There is an outline of a strategic development plan followed by suggestions for improvements of the organisational capacity of the statistical system. A main topic here is the need for a change of the regional organisation. There is a special chapter on the development of statistical surveys with focus on new statistics that are required by EU. At the end there are estimates of costs for the current production and for new products. The international expert Gösta Guteland has been responsible for the texts on the development of the system while the domestic expert Ksenija Dumicic has worked with the budgeting and accounting parts.
