Sažetak
In this article the author is trying to find the optimal model for the future development of the European Union, which is capable of reconciling the divergent trends of deepening and widening. It is undisputable that the EU cannot develop at the same speed in the future. The optimal model of such a multi-speed Europe is Europe of concentric circles. For this model to work, it is necessary to reach a consensus on the new generation of transitional goals of integration. The multi-speed Europe organized in concentric circles is only a transitional solution. Its objective is its disappearance. The goal is to reach the one-speed Europe, but not by adjusting to the slowest speed, but by absorption of outer circles into the inner circle, thus enabling a single speed Europe on the higher level of integration.
