Sažetak
The International Ship & Offshore Structures Congress (ISSC) is a forum for the exchange of information by experts undertaking and applying ships and marine structural research. The aim of the ISSC is to further understanding in the various disciplines underpinning marine structural design, production and operation through internationally collaborative endeavours. The specific objectives of the ISSC are: 1. to make recommendations for improvements in design, production and operations procedures ; 2. to review research in progress and to facilitate the evaluation and dissemination of results from recent investigations ; and 3. to identify areas requiring future research. This position paper comments on the rationale of Goal-Based Standard (GBS) as a means of achieving safety levels appropriate for the shipping industry. In addition, the paper provides insight into areas of GBS that the 2009 ISSC Technical Committee IV.1 (ISSC TC IV.1) on Design Principles and Criteria have considered related to GBS including the Safety Level Approach, inclusion of the human element, and development of GBG guidelines. Participants of the ISSC TC IV.1 also participate at IMO on the subject of GBS and hope to contribute as GBS matures on a going forward basis.
