Sažetak
Achieving business success and higher organizational maturity in modern large scale software development has become impossible without well defined and conducted decision making process at all organizational levels. Decision making strongly depends on goal driven software measurement, measurement reliability, level of interconnection and statistical validation of conclusions. This paper presents a four– phases approach to measurements required for decision making during software process improvement endeavors. It is based on measurement constructs and statistical evaluation of conclusions. The main novelty proposed in this paper is the interconnect measurement construct suitable for interconnecting different decision making levels in large development organizations with complex hierarchy.
