Sažetak
Basic principles for functioning of library services for children and young adults derive from the fact that every child has a right to develop his/her full potential, a right to free and open access to information, materials, resources and quality library programmes. The realization of this right, as well as the participation in self- development and development of the society as a whole, needs every young person to develop some competences that will make lifelong learning possible. This learning, as the word says for itself, starts at the earliest age and continues throughout the life. That is why library services for babies, toddlers and their parents, for pre- school and school children, as well as for young adults are important for every existing and potential library user, and for the whole society. A society has to invest in children because « ; ; children are a worthwile investment» ; ; and have every right to be so. In an equivalent way, this society has to invest in librarians so that they would develop professional competences which will enable them to advocate for children and to overcome the existing problems in the current librarianship: inability of physical access, lack of motivation for access and unlimited access. Librarians' competences, their willingness to learn and professional commitment are essential not only for the mission of today's librarianship, but also for the vision of its future development.
