Sažetak
The beginning of transition process was marked with fundamental changes in economical, political and social life of countries with planned economy. The process of development of transition economies has faced radical transformation from the central planned economy to the system of free market economy. In last decade the analyses showed major difficulties in adjusting to the new market structures. The experience underpinned the thesis that in early transition stage, job destruction (reduction of number of the workplaces) dominates in comparison to job creation (sustain of present and creation of new employment). In processes of new employment generation the role of small and medium – sized enterprises can play a significant role, whether acting independently or in co-operation with large companies. Indeed, becoming ever more dynamic sector of transition economies, SMEs can significantly contribute to the creation of new employment, generation of the development perspectives and social stability. Having explained the role of SMEs in employment generation as well as in economic growth of European Community in general, and transition economies in Central and Eastern European Countries in particular, the paper focus on determination of capability of Croatian SMSs to meet the needs of the market and opening of new workplaces. Restructuring of economies in transition from industrial-based to entrepreneurial-based economies with implications on new employment, can be significantly encouraged and fostered by central and local government. Therefore the paper shows some of the possible strategies for development, encouraging and enhancing the position of SMEs: such an approach aims to create and develop both self-sustainable enterprises and institutions necessary to support entrepreneurship and SMEs, resulting in generation of employment and opening of new workplaces.
